Article 13: Transparency to Deployers
Article 13 requires high-risk systems to be designed so their operation is sufficiently transparent to deployers, and requires providers to supply instructions for use covering the system's intended purpose, level of accuracy, known risks, human oversight measures, and expected lifetime. The instructions must be understandable to deployers who are not AI specialists.

- Design the system so its output and operation are interpretable enough for deployers to use it appropriately.
- Provide instructions for use covering intended purpose, capabilities, limitations, accuracy metrics, and known/foreseeable risks.
- Describe the human oversight measures built into or expected around the system.
- Specify expected lifetime and any maintenance or checks needed to keep the system performing as intended.
- Write instructions in a form accessible to deployers without specialist AI expertise.
- Instructions for use document, delivered with the system
Instructions for use are sometimes drafted as technical reference material for engineers; Article 13 explicitly requires them to be usable by deployers who lack AI expertise.
