Article 14: Human Oversight

Article 14 requires high-risk systems to be designed to allow effective human oversight during use, through measures built into the system by the provider and/or measures the deployer can apply. The goal is enabling people overseeing the system to understand its capacity and limitations, monitor for anomalies, and intervene or stop the system where needed.

Article 14 is often read as mandating a human review of every individual output; the Act instead requires effective oversight capability — which can include automated safeguards — not universal human-in-the-loop review.
