Article 53: GPAI Provider Obligations

Article 53 sets the baseline obligations for every provider of a general-purpose AI model: keep technical documentation per Annex XI, give downstream integrators information per Annex XII, run a copyright compliance policy, and publish a public training-content summary using the Commission's template. Open-source providers are exempt from the documentation and downstream-information duties, but not from the copyright policy or the training-data summary, and lose all exemptions once a model is classified as systemic risk.

Open-source GPAI models are often assumed to be fully exempt from Article 53; they remain bound by the copyright-policy and training-data-summary duties, and lose every exemption the moment the model is classified as posing systemic risk.
